We would like to invite two members to volunteer to form the Nominations Committee. These two members would be required to be in attendance at the General Membership Meetings scheduled for Thursday, March 24th (nominations) and Wednesday, May 18th (elections) at Bishop James Mahoney High School (Library) at 7:00 p.m. Each committee member will be paid $50.00/year. Section 12 - Nomination, Election and Installation of Officers and Shop Stewards
  1. Nominations
    • Shall be received at the regular meeting held in the month of March. To be eligible for nominations for the following positions:
    • President, Vice President-Chief Shop Steward, Secretary-Treasurer, Recording Secretary, a member shall have attended at least fifty percent of the membership meetings held in the previous twelve months or in the period he was a member, if less than a year, unless a valid reason, acceptable to the Local has been given for non-attendance.
    • The term of office for President, Vice-President-Chief Shop Steward, Secretary-Treasurer, Recording Secretary and District Shop Stewards is two (2) years.
    • On even numbered years the President and Secretary Treasurer shall be nominated for elections.
    • On odd numbered years the Vice-President-Chief Shop Steward and the Recording Secretary shall be nominated for elections.
    • Odd numbered District Shop Stewards will be nominated for elections on odd numbered years.
    • Even numbered District Shop Stewards will be nominated for election on even numbered years. March 17, 2005 GMM
    • All other positions (Trustees, Standing Committees) shall be nominated at the regular membership meetings in March.
    • No nominations shall be accepted unless the member is in attendance at the meeting or has allowed to be filed at the meeting his consent in writing duly witnessed by another member in writing.
  2. Elections
    • At a membership meeting prior to Election Day the President shall, subject to the approval of the members present, appoint an Elections Committee shall include members of the Local who are neither officers nor candidates for office. It shall have full responsibility for voting arrangements and shall treat information submitted to it in connection with its responsibilities as confidential.
    • The Executive Board shall determine the form of the ballot and ensure that sufficient quantities are made available in good time to the Returning Officer
    • The Returning Officer shall be responsible for issuing, collecting and counting ballots. He must be fair and impartial and see that all arrangements are unquestionably democratic.
    • The voting shall take place at the regular membership meeting in-May in May. The vote shall be by secret ballot.
    • Voting to fill one office shall be conducted and completed, and recounts dealt with, before balloting may begin to fill another office.
    • A majority of votes cast shall be required before any candidates can be declared elected, and second and subsequent, ballots shall be taken, if necessary, to obtain a majority. On the second and subsequent ballots candidate receiving the lowest number of votes in the previous ballot shall be dropped. In case of a final vote, the presiding officer may cast the deciding vote.
    • When two or more nominees are to be elected to any office by ballot, each member voting shall be required to vote for up to the full number of candidates to be elected. A member's ballot will be declared spoiled if more than the number of candidates to be elected is given.
    • Any member may request a recount of the votes for any election and recount shall be conducted if the request is supported, in a vote, by at least the number equal to the quorum for a membership meeting as laid down in Section 4(c).
    • All new Table Officers, Stewards or Committee Members are required to attend a CUPE or Other union training for their related union position. i.e. a newly elected Steward will take Level 1 to advanced training as a Shop Steward.
      • A committee member of the Workplace Safety/OH&S Committee will take Level 1 and 2 OH&S training or CUPE OH&S training.
      • Secretary Treasurer will enroll in a CUPE Treasurer training workshop.
      • Trustee(s) will enroll in a CUPE Trustee training workshop.
      • Bargaining Committee - It is strongly encouraged that members with the intent to participate in the bargaining process have union involvement or related experience prior to their nomination to the Bargaining Committee.
  3. Installation
    • On even numbered years the duly elected President and Secretary-Treasurer shall be installed at the meeting at which elections are held and shall continue in office for two (2) years, provided, however that no term of office shall be longer than three years.
    • On odd numbered years the duly elected Vice-President and Recording Secretary shall be installed at the meetings at which elections are held and shall continue in office for two (2) years, provided, however that no term of office shall be longer than three years.”
    • On odd numbered years the duly elected odd numbered District Shop Steward’s shall be installed at the meetings at which elections are held and shall continue in office for two (2) years, provided, however that no term of office shall be longer than three years.
    • On even numbered years the duly elected even numbered District Shop Steward’s shall be installed at the meetings at which elections are held and shall continue in office for two (2) years, provided, however than no term of office shall be longer than three years.
    • The terms of office for Trustees shall be laid down in Article B.3.10 of the CUPE Constitution.
  4. By-Election
    • Should any office fall vacant pursuant to Section 7 (g) of these By-Laws of for any other reason, the resulting by-election should be conducted as closely as possible in conformity with this section.
